is there anybody in the uk who can help me deal with Ebay as my account has been hacked and they dont wont or cant know what to do they say they will pass me on to appropriate  department but they dont they just pass me on to where ever they like mainly the philipines I need to speak to some one who handles fraud 7 hours on the phone to them yesterday and no further help????????????

All you can do is keep trying I'm afraid.   There is no specific way to get a UK person. EBay numbers are at least "0345" which cost no more that a UK call and may be free in your package
