'System is temporarily unavailable'

I bought something form the UK to be delivered to Cyprus.  I did not know about this but the seller posted to an address in the UK and then eBay took over the international postage of the item. 

 

Almost a month later, I received word from a postal company in Greece that my item has arrived and will be leaving the service point for delivery. 5 days later i received a notification from eBay that the element was delivered. I had not receive anything so I contacted the postal company who informed me that the item was deemed unfit for transfer because if has batteries in it (note: it did not) and it was returned to sender.

 

I tried using 'help and contact' on eBay but I got the 'system is temporarily unavailable'. 

 

If I open a case in the resolution center the seller will be involved and I don't want to bother them as they have nothing to do with it.  can anybody suggest anything to do?

You need to open an item not received case through the resolution centre in the usual way.

 

As the loss occurred in the international journey it will be eBay's responsibility to refund you, not the seller's. (The seller's responsibility ends when the item is delivered to eBay's reshipping hub.)

 

It would be a good idea to message the seller to let them know what happened. As soon as they receive the case, they need to notify eBay that as this was a global shipping loss it's their responsibility. I'm unsure exactly how to do this, as I've never been in that position. If in doubt, they need to contact eBay. If they do nothing, they may end up being automatically forced to issue a refund, as happened recently to another seller.
