You mean paypal ? Ebay don't have anything to do with your money.
Use the paypal "send money" tab. Click for friends and family.
Is this genuinely for a friend, or has a seller asked you to pay that way ? If so, don't do it.
You will be accused of helping the seller to avoid fees, you could have an unpaid item strike marked against you, and you would have no chance of a refund if the item doesn't arrive, or arrives misdescribed.
