Bid on an item, won it.
Postage price was listed on the original listing.
seller marked items as dispatched so it show as "on its way".
but then contacted me to say they would not send it until I paid further postage as "it had gone up because of coronavirus".
Asked if I wanted to cancel & get refund or pay the extra .
told 'em i wanted refund.
no refund yet, no further communication.
there's no apparent route through the resolution centre as it's marked as dispatched.
don't ebay rules require sellers to commit to the original price & delivery cost in the same way as buyers?

What is the latest estimated day of delivery on the listing
If you have not recieved your item and it is past the latest estimated day of delivery on the item description
then you can open a not recieved dispute one day after the latest estimated day of delivery on the listing.
You can do that at the bottom of the page under Resolution Centre
Escalate it too ebay after 8 full days
You have 30 days from the latest estimated day of delivery on the item description to open a dispute
You are also covered by the paypal money back gurantee so if you fail for any reason on ebay then open a dispute in papal
You have 180 days to open the dispute on paypal
Open the dispute and escalate it as soon as you can but within 20 days
