Exactly what intervention?
Plus the seller can get your neg feedback removed.
I am not quite sure how you know about the seller's mental health or what steps you have taken.
If the seller "cancels" through eBay then a refund follows automatically. If he has simply cancelled "in his mind" then you need to open a "not received" case in the resolution centre [link below] when the date for delivery is past. Escalate after 8 full days.
Do please remember that if you paid - through Paypal - using a card then the refund goes to the card. It does take some time I am led to believe.
