I purchased a stone that was very defective when it arrived. I emailed the seller and he has refused to send a returns label.
i don't want to pay the postage myself as he will not reimburse me what can I do ? I paid by PayPal.

Teach the seller a lesson. Open a case for item not-as-described (defective) and escalate it to eBay after 8 full days. eBay will give you a prepaid returns label to print and use at the seller's expense if the item location was UK. For international trades you'd need to phone eBay for the return costs upfront. Follow eBay's instructions precisely and cease communicating with the seller.
