Seller used fake stamps so I had to pay postage

I ordered an item and a card arrived from Royal Mail advising me to pay for the postage as the sender had used fake stamps. What should I do? I know I can probably ask the seller to refund the money but shouldn't it also be reported to eBay?

Leave negative feedback and mark stars down. Seller needs to be taught a lesson.
