Seller doesn't accept return

Please what does it mean when it is stated in an item that "the seller doesn't accept returns". I have contacted the seller and he said the product was working. This is an electronic gadget. Are my at any risk if I go ahead and buy the product? Can  I still return the item immediately if it is not working after delivery?

Private sellers do not have to accept change of mind returns.

As item was faulty, open not as described case, seller provides returns label, you post back for full refund.

Escalate after 3 working days if no label or refund.
