Seller deducting postage for returned item

The seller is deducting the return postage for an item that did not represent the sale photo it was missing the plug How do you go about this

You should have used the Ebay Money Back Guarantee and Opened a Returns Case for Item Not As Described. EBay would have forced a Full Refund once the Item had been Returned to the Seller using an EBay Returns Label.

I clicked the item not as described and ebay said as their rules I can
return it and sell would send a returns label which they did What did I do
wrong?
