Seller asking me to pay their PayPal fee??

A purchased item was no longer needed so I followed the process to cancel the purchase.

This was done  40 minutes after the initial purchase.

 

The seller was prompt in replying, 7 minutes after cancellation request with the following: "Your order has already been placed with my supplier I will however try and cancel it.
I cannot refund you until I have got confirmation of the sale being cancelled.
If it is dispatched before I can sort this out you will need to refuse the delivery."

I said thank you and all good.

 

The next day I have no updates so I message the seller who responds responds 8 minutes later with the following: "Hi the item has already been dispatched you will need to refuse delivery".

 

I asked for dispatch info and 17 minutes later I get the following: "Hi I have managed to cancel the delivery with the courier I will refund you once the item has returned I will however need you to cover my PayPal charge of £4.62 as I have been charged this and you have cancelled this can be sent to *****@******.com on PayPal".

 

I believe the seller may have fees associated with the purchase then cancellation.

I've used eBay since 2004. I never been in this situation.

Any advise would be appreciated.

 

UPDATE 1:

Now the seller has declined the cancel request.

Stating it was too late to cancel the delivery. (even through their last message stated they did)

I fell unsure about this seller.

 

UPDATE 2:

Now the seller is asking me to pay his PayPal fee of £4.25.

I think the item has not been order with his supplier and I'm being held to completing a £150 purchase or paying a seller's fee.

Seller should not do this, admittedly a seller occurs fees, the moment an item sells, and as you cancelled WHY EVER did you pay. Paypal fees are never refunded.

 

However as you requested cancellation you cannot now open any other case to get a full refund.
