I bought an item and it does not work. Tried to return the item and the seller has been abusive and refuses to process a refund
If the seller is not being helpful then open a case for item not as described in the Resolution Centre, that, they cannot refuse or ignore.

If they do not refund you in 3 days, escalate on day 4 and eBay force the refund.
If they want their item back first, they have to issue you within those 3 days, a pre paid tracked return label. Once they receive the item back, or eBay tell them it has been posted, theythen have 48 hours to refund you. Again, if they do not, then escalate the case.
Do not close the case early on any excuse or promise the seller may give, and do not forget to escalate.

When and how did you pay, and when was it delivered? Or did you collect it?
Did you open a case under eBay's money back guarantee, which is what you should have done?
Or did you send the seller a return request, through the resolution centre?
Or did you just try to return it by yourself? Have you actually sent it back, and do you have a tracking or delivery number to prove it was delivered?
Ignore the Unhelpful Seller and open an Item Not As Described Case in the Resolution Centre. You have 30 days from Delivery. The Seller will need to generate a Returns Label through the Case. If they don't just Escalate the Case after 4 days. Once the Tracking shows as Delivered Ebay will fully Refund you.
