Restricted account

My account is restricted or on hold .

I can't buy anything. 

I seem to owe some money , but can't pay because I have not got a bill.

So I go round in circles. 

Spoke to Ebay help in Utor but they didn't know what to do. 

Any ideas. Can I send an email to Ebay help ....someone who knows what to do ?

If you have a fee that needs to be paid do this.

Using a desktop browser too,  and not a mobile browser or app,  then   on top of the page, go to My eBay>> Summary >> Account tab, or on Seller Hub select Shortcuts , then , Site Preferences >> Seller Account >>  Invoices and there scroll down to the link ...  Make A One Time Payment.
