Try using the advanced or business tool, found top right after selecting Sell.
Ignore that it says it's for business and high volume users only, it isn't it's for everyone to use. That gives you more options and control over your account.
Also if using that useless eBay app, that is also limited in options, use a laptop / PC / browser. Switching browsers may help to, Google Chrome and Firefox are eBay friendly, whilst IE no longer compatible.
