Reporting eBay to trading standards

Hi I've seeked advice from PayPal that eBay have committed an unlawful act on my account and that PayPal have advised me to contact trading standards over the issue on whom do I contact on eBay ie which

You can report a business selling on ebay, but can't see why Trading standards would get involves with ebay itself.
