How long should I wait before I can relist when a buyer has not paid me?

you wait 4 full days and if the buyer has not paid then either you or ebay can cancel the transaction and you can relist

you need to wait 4 days from sale,

then cancel the sale choosing buyer didn't pay as the reason,

your item will then be relisted
