Refunds

I bought an item that included postage, cost of this wasn't given at time of buying. Item arrived damaged and unusable, took photos and sent to seller. Seller offered replacement, but item would not have been delivered in time, so I requested a refund which seller issued promptly. This was minus £1.99 for postage. Is this correct? I assumed I would get whole amount of of cost which was £6.99. Otherwise it would appear I am out of pocket the postage I did not know details of at time of purchase  and no control over, for something that has gone in the bin. Please can someone clarify if this is correct procedure please? Thank you in advance.
