Refunding a seller after 2 months of sale

hi

One of my seller have reported to me that an item has developed a fault and as a gesture i have offered them to sell another item at a discounted price but i cannot find how to send discounted offer to this seller.

If that is not possible i would like to send a partial refund to seller but i cannot findout how to do that neither.

Could someone help please?

Think you mean Buyer don't you? Just send them a Refund through PayPal. You would need their Email Address. Or send them a Cheque. You don't have to involve Ebay.
