Refund & new payment methods

Does anyone know how to contact a person at eBay? None of the automated options apply.
I can’t issue a refund through PayPal now as the payment methods have changed and I can’t register my bank account as eBay have automatically assume the name of the account which is incorrect and I can’t change it.

You dont issue a refund by paypal anyway 

If you did that then ebay would not know you had refunded.

All problems are done through the resolution centre at the bottom of the page

The buyer opens the dispute and you deal with it through the dispute and refund that way

If you dont and you refunded through paypal it is possible ebay would not know you had refunded and if the buyer escalated the dispute ebay would refund and come to you for the money. So a second payment.
