REFUND

HI PLEASE CAN YOU HELP. PURCHASED AN ITEM THAT STOPPED WORKING SELLER SAID HE WOULD SEND A REPLACEMENT NEVER RECEIVED IT. HE SAID HE WOULD GIVE ME A REFUND BUT HAVE NOT THIS EITHER PLEASE CAN YOU HELP?
