If the Buyer doesn't pay, After 48 hrs, you can Open an unpaid item case in the resolution center. (Close after 5 days to get your final value fees credit) If Buyer still hasn't paid they get an account defect, which helps stop silly buyers wanting to cancel for no good reason. Neither party can leave feedback either.
