Hi has anyone else had an issue with PayPal and transferring funds to a bank. This only happened since a buyer complained about a bag. I offered her partial refund and she accepted this, however Ebay I believe can stop PayPal transactions to your bank until it's resolved so you have enough funds in the account to pay the buyer. As the customer just didn't send me a message to say she had been in receipt of this refund Ebay eventually had to step in and close the case and were happy I'd paid the lady. However since this incident I've had this very frust4ating problem with PayPal ...just totally frustrated and annoyed. Someone told me that this can happen in a dispute.

I think you have no idea how the system works.
As soon as a buyer opens a casethe MONEY is FROZEN in you Paypal Account so that it is available to meet any refund.
The money is not released until the case is closed. As there is no case for Partial refunds, if you made one it was outside the case and funds would therefore still be held.
Again as I said there is no case for a partial refund so I don't know what ebay did, it is possible that it just ran out of time and the case closed. I cannot see that ebay would have closed a case without seeing a full refund.
You are blaming Paypal for just following the correct Procedure, it was you who did not follow the correct procedure. I don't see how ebay could step in, only the buyer can escalate, if the seller asks ebay to step in that generally means they make a full refund, as the partial refund outside the case cannot be recognised and ebay has no access to see your Paypal details.
