Who is responsible for the safe packaging of the items for a transatlantic crossing under the global shipping programme? One of two items in the package was severely damaged and the seller told me it was eBay's fault, but as it was totally inadequately packaged in the first place, I would have thought it would be the seller.

As far as you, the buyer, is concerned it does not matter.

Treat this as any damaged in transit and open a 'not as described case'.
