Hi all.
I have bought an item and payed with PayPal. The seller has said that i cannot pick up my goods until he has the money in his account. So i have to wait 7 days. Is this true. TThe item in question is a reel to reel ttape deck so it is a large heavy iten. Collection only.

I have contacted the seller. He says he is within his rights to wait for payment to entter his account.
I don,t want to cuase any problems but i think some body from ebay needs to point out that what he is diong is wrong. I doubt he will listen to me.

No it isn't true, he has been paid and money is in the system in his name. If he bothered to read the instructions from Ebay he would see that if it was for posting he should post now, so if for collection he should let you collect it.
Sellers were quite happy to have money sit in paypal, but not managed payments., I am afraid their logic is all wrong.
After 3 days start a NOT RECEIVED CASE, he then has to refund within 3 days or you escalate to ebay.
The problem of course is that whatever the correct answer [explained by the others] the seller can prevent to collecting "until it is convenient". I would certainly do a non-receipt case as soon as possible to "make the point"
Cash is far better for collection!

No, it isn't true. I imagine this seller is now on eBay's new managed payments system, in which buyers pay eBay, and aBay pays the seller less their fees a few days later. Many sellers grumble about the delay, but eBay is clear that when the seller has been notified that the buyer has paid, they must dispatch the item. Or, in your case, make it available for collection.
New sellers may have to wait for up to 21 days before their payments are released, as a security precaution against buyers not receiving their items. They are still required to dispatch items promptly.
Incidentally, bear in mind that as your seller asked for payment by paypal, when you collect the item in person your purchase will be covered by eBay's 30 day money back guarantee. If it isn't as described you can claim a full refund, and eBay will probably require the seller to send you a prepaid label to return the item. Returning it in person will not provide the tracking proof of delivery that eBay requires.
