Hi,
I'm guessing that offers made to me through messages in Ebay to end my listing and take an 'offer', is outside of Ebay's legalities?
Please could someone guide me.

You are correct, it would be an off Ebay deal and reportable. If there are no bids on the item you can revise the price and when the buyer bids, end the auction and sell to them as highest bidder, this is quite OK.
People who ask you to accept an offer are very often hoping to get it cheaper than it might make if the auction runs. Example, I turned down an offer of £25 for an item, it sold for £64 and the winning bidder was the one who tried to get for £25, he admitted he just hoperd to get it cheap.
