Non payment for the same item by the same buyer twice

The item wasn't paid for the first time and now the same person has bought it again and hasn't paid! What can I do?

The new ebay non payment system you wait for 4 days and then you can cancel or ebay will.

Ebay remind the buyer that they should pay.

Did you do the non payment for it the first time

You should have put them on your Buyer requirements the first time so they

could not bid/buy again

I did wait the first time and the refund was made. Can't leave feedback for this person who actually has good feedback to warn off other people. I realise I should have cancelled them as a buyer but never expected them to buy the same article again.
