when you have a non payer you need to complete a non payment case to get your final value fees refunded and give them a non payment strike

then add the non payers ID to your blocked list

then set you bidder requirements to block bidders with two or more non payment strikes in the last 12 months

Well opening cases is a start, you are supposed to close them as instructed after 4 days.
Only you know whether you have beenpaid, Ebay can't close a case on your behalf,buyer could have paid by cheque for example.
You have to read and follow instructions.

How do you mean "nothing ever comes of them"
Are you going back after the 4 full days and closing them so that you get your fees back
When you do that then the buyer gets a non payment strike on their account
that will stop them bidding/buying off many sellers if those sellers have their Buyer requirements set properl
