If you buy something and it says no returns can you still return it if it doesn't work?
Sellers cannot override the buyer protection scheme. If the item is not-as-described (faulty etc) then open a case for that reason in the resolution centre:-

Stick with the case and follow eBay's instructions to the letter. If the seller is in the UK then eBay will provide you with a prepaid returns label to print and use. Closed cases cannot be reopened.
