New eBay Fees charged on postage

Hi , Ive just moved over to the new "managed payments" and have noticed that I am now being charged fees on the "Order Total amount" with includes what a customer pays for "postage" ! This never used to be the case [ or did it? ] Also, it would appear the option for Pay After Delivery has been removed too 😞
