100% agree that buyers should contact a seller first to give them a chance to resolve the problem, and not use feedback as a sounding board.
You have resolved the problem, as best you can with a refund, so there is no harm in politely sending a message to them asking if they would rescind the neutral feedback, if they agree, you then send them a feedback revision to complete.
