Sorry, that cannot be requested, they are handed out completely randomly. I have received them when my friends have not, and vice versa. No rhyme or reason who gets them.
Don't rely on messages / emails, check your Promotional Offer section regularly. Also members have reported not seeing the offer on the app, but as clear as day when logging with with a desktop browser.
