Check the estimated delivery date on the listing and if that has passed go to "I'd like to..." far right of item on your My eBay Purchase History page and click on "I didn't receive it". That will open a "not received" case which, if the seller does not accept it, you will be able to escalate after 8/9 days to get a refund.
