If the seller has tracking to say that the item was Delivered then you would lose the dispute.
Did you open a dispute in ebay
If you have not recieved your item and it is past the latest estimated day of delivery on the item description then open a not recieved dispute at the bottom of the page under Resolution Centre
You should have an email from ebay saying when you can escalate the dispute too them so escalate it as soon as you can.
You have 30 days from the latest estimated day of delivery on the item description to open a dispute

If it closed because the seller had tracking then your problem is with the courier or Royal MAil
You need to get onto them and see if you can find out where your item is
If you have problems then Contact Citizens advice for their help
