Item not collected after COVID lockdown

I hope someone can offer some advice on this one.

I sold a car (stored away from my home address) as spares or repairs on 21st March. The buyer wanted to collect during lockdown, which I wasn't happy to do as it would have breached lockdown rules. It still hasn't been collected, it hasn't been paid for and the buyer seems to no longer want it. so I will need to relist it. However, I have already paid over £40 in eBay fees - is there any way I can get the transaction cancelled and fees refunded now - three and a half months later?

the transaction is too old to reclaim your selling fees and listing fees are not refundable.
