Item not as described

I bought an item that was listed as being for spares / parts and described as "looks new". I checked the photos and they show an item that indeed looked new. I need parts from this item so bought going on the description and photos.

The item arrived but is damaged to the point of not being usable (I can't use the parts) and has a completely different serial number. The seller has basically told said it's tough luck as it was listed as being for parts and no refunds was stated.

 

How are they able to list an item in this way, using photos that suggest one thing and falsely describe it then send another item in it's place and refuse a refund?

Open case for not as described, seller provides returns label, you post back for full refund.

Escalate after 3 working days, ignore seller excuses.
