If international ( German) buyer wishes to return an item because they alledge we sent them the wrong size, assuming that we have to agree to it how can we ( in UK) send them a pre paid postage label ?

You can't send a pre-paid returns label to route through the German postal system.
I'd tell them to return the item for a refund, and you'll reimburse for return postage on receipt.
