UPS has just told me that I have to pay import tax on an item I have payed for with free postage, there was no mention of haveing to pay it while I was buying it. I have read that it's the sellers responsibility to inform me and they haven't. What can I do?

f you are buying from abroad the listing does have a warning in general terms. Neither the seller nor eBay will have any knowledge of the detailed amounts involved.
