I sold an item 3 days ago buyer was really keen sending me lots of messages, they purchased on buy it now but still haven't paid, myself and eBay sent a reminder and I've sent a polite message too, but no reply, can I cancel and relist ?
when you have a non payer you need to complete a non payment case to get your final value fees refunded and give them a non payment strike

then add the non payers ID to your blocked list

then set you bidder requirements to block bidders with two or more non payment strikes in the last 12 months

you can relist once the case has been closed, 4 days after opening it
No! Politeness - as you see - does not work. Open a "non-payer" case in the resolution centre [link below] and close after 4 full days. Only then relist.
You get a fee credit and the buyer gets a defect. One more defect in a year and he will not be able to but any more from most sellers.
If only every seller who does not get paid would do this these time wasters would be barred
