I got a full refund but did not get all the money I have paid

Hi, I have placed and paid an order on October 21, 2019. The next day, October 22, I have received a message from seller via Ebay that the item was shipped. The shipping from UK usually takes 4-6 business day to arrive. After 3 weeks I have contacted the seller if he has the tracking number. He apologized and told me that the order was not shipped due to his customs problems. Actually, he has not even received the item he was already selling on Ebay, and marked it as shipped when he got my money.

 

He offered me a full refund today, which I accepted immediately. When have I checked the PayPal refund information, I have seen that I haven’t received all the money I had paid. My problem is, besides losing 3 weeks waiting for nothing, that I have paid 100.96 euros for this purchase and now I have been refunded only 95.82 euros. I see there is a difference in conversion rate between EUR and GBP, but I believe there should not be such. Is there any possibility I can get back all the money that I have paid?

It isn't just the exchange rate, which can fluctuate upwards or downwards.

 

Most of the difference will be PayPal's currency conversion fee, which is payable whenever you buy an item from abroad. The same would apply if you used a credit card or bank transfer to pay in another currency. This fee has nothing to do with eBay, and is not returnable if you receive a refund.

 

The seller will also have had to pay a currency conversion fee to convert your refund into sterling.

 

So at least Paypal has had a good transaction!
