Hi, I have placed and paid an order on October 21, 2019. The next day, October 22, I have received a message from seller via Ebay that the item was shipped. The shipping from UK usually takes 4-6 business day to arrive. After 3 weeks I have contacted the seller if he has the tracking number. He apologized and told me that the order was not shipped due to his customs problems. Actually, he has not even received the item he was already selling on Ebay, and marked it as shipped when he got my money.
He offered me a full refund today, which I accepted immediately. When have I checked the PayPal refund information, I have seen that I haven’t received all the money I had paid. My problem is, besides losing 3 weeks waiting for nothing, that I have paid 100.96 euros for this purchase and now I have been refunded only 95.82 euros. I see there is a difference in conversion rate between EUR and GBP, but I believe there should not be such. Is there any possibility I can get back all the money that I have paid?
Problem with buying from overseas.......the seller will have received an amount from eBay/Paypal....but Paypal set the exchange rate......so you actually paid more than market rates.....the same works in reverse.....so you only get back the amount Paypal calculate at their current exchange rates
EG item sells for 100 Euro.....with Paypal exchange rate you pay 110 Euro....but the seller still only received 100 Euro....
The seller then refunds the 100 Euro but with Paypal conversin rates to GB£ you only get £95
There is a difference in the exchange rate and as you have realised that is probably the reason for not receiving all your money back.
If it says on paypal refunded and all the money was refunded ( dispite the difference) then there is nothing you can do.
If there is money left on the transaction on paypal then you can open a dispute to get the rest back
adding to the advice already given -
By eBay rules the seller must be registered as a business seller, but they should not be selling items they don't actually have.
You should lever feedback to reflect your experience, for example that the seller failed to honour the transaction. Say nothing about the refund or being short.
It isn't just the exchange rate, which can fluctuate upwards or downwards.
Most of the difference will be PayPal's currency conversion fee, which is payable whenever you buy an item from abroad. The same would apply if you used a credit card or bank transfer to pay in another currency. This fee has nothing to do with eBay, and is not returnable if you receive a refund.
The seller will also have had to pay a currency conversion fee to convert your refund into sterling.
So at least Paypal has had a good transaction!
