It's possible he doesn't know how to change the invoice.   Ask him to go to his My eBay sold page click on the little arrow far right of item > Send Payment Details.   Change the postage and submit.    Or on seller hub go to Orders, select the item and select Send Invoice from the drop-down menu. Change the postage and click on Send Invoice.

I asked before bidding if he would sell to Sweden and he approved. I have asked him several times to send a new invoice with shipping fee included. He has answered that it will cost £20 to send to Sweden but he does not issue a new invoice or any other means of payment. Item nr 284312144538
