I have placed one item to sell, after that I am unable to add any further items,

You have an active listing for an expensive item.

As you have had a break from selling, eBay will be treating you as a new seller and will limit the number and total value of items you can list until you prove yourself to be reliable once more.

eBay do that in case the account has been hacked while dormant.

eBay will increase your selling limits as you build up the number of successful transactions.

The first review will be in 45 days from your first transaction as a new seller.

You did not do anything wrong. As I explained in my answer, eBay will be treating you as a new seller and so will limit what you can sell until you build up a reputation as a good seller again.
