How to offer item to under bidder

Again iv sold an item and immidiately get a message saying they now can't pay. How do I offer it to the under bidder? I want to do it ASAP so they don't think it's a scam. So fed up of this happening and no way of giving bad feedback to the people messing us around. Totally a buyers market. Any help RE sending offer to the under bidder would be appreciated. You have to deal with the original transaction first.  If you've agreed to cancel go to More Actions, far right of the item on your sold list > Cancel order > Buyer asked to cancel. The buyer needs to agree to that for it to work.

After that is finished go to More Actions again and use the Second Chance Offer link to offer to the underbidder.

Hi and thank you for your reply, it is now cancelled I used the reason buyer wanted to. But the only options I have is see cancel details (which once clicked has no options), Contact buyer, leave feedback, mark as paid, mark as dispatched, realist this item and sell similar. I'm really confused as it used to be quite simple.
