How do I report a seller that has duped me and many more buyers?

it depends on what has happened

if you have purchased an item through a listing that hasn't arrived or wasn't as described you can open a case in the Resolution Centre

The item didn't arrive, which I reported. I was offered a refund by eBay, but the seller said the item must have been lost in transit, and offered a replacement if told eBay I had settled the case with the seller. Since then the item has still not arrived, and the seller is not replying to my messages. I now find that the seller has done this to many buyers, and should really be blacklisted by eBay.

you fell for one of the oldest tricks in the book, you shouldn't have closed the case on a promise,all you can do is leave negative feedback to warn others

The point is that there are pages of negative feedback for this seller who appears to be a fraudster. There doesn't seem to be a way of making eBay aware.

feedback is there to be read BEFORE you make a purchase, you should always read feedback and make an informed choice, ebay will remove sellers once enough cases have been opened against a seller

I know I didn't act sensibly, and I am much more careful with expensive items, but there are so many negative feedbacks on this seller that surely eBay should have taken action by now. This seems to be deliberate fraud rather than a bad seller.

trouble is, when buyers close cases instead of getting ebay to refund them, ebay think the seller is sorting out the problems,
