How do I open a case....

I cant find an option to open a case and I have one item that didn't get delivered but the tracking said it did and seller said he would contact the courier which he did..and I signed a form to say I didn't recieve it...but now there is no communication from seller and no refund several weeks later!

And another was delivered today but one item was missing and seller is not responding to messages.

If the tracking said that it was delivered and the seller put the tracking into the selling summary then that will - I think - prevent a case being opened.  In any event as far as eBay is concerned you would lose any case on that basis. 

 

Your only hope will be to pursue the courier but that is difficult as the contract is with the seller and the courier.

 

If an item arrived today which was incomplete do not waste time with the seller.  Do not try to open a not received case but open a not as described case.  The seller should send a label to get the incomplete bits back and after 8 days [or now possibly 3] you can ask eBay to step in ["escalate"]
