They needed to open a not receieved dispute and you refund in full through it.
If it was September then it is too late to do that now as they had 30 days on ebay to open the dispute
You have your item back
It would be best to refund them now through paypal as it will not harm your ebay account
They could open a not received dispute in paypal ( not sure how it works from Chile but in the UK it is up to 180 days)
Then relist it on ebay.
You can not just charge the postage to resend as it would be classed as an off ebay sale and not allowed
I would not be keen to send again as if it happened once then it could happen again and the item not be delivered
No you will not get your fees back now.
Probably best to do a cancellation request.
So go right of the item sold and from More Actions select Problem with seller's address. This automatically refunds the buyer and relists your item. Your seller fees, here will be refunded.
The buyer can buy the item again.
You should be able to send a message through eBay messaging system >> Contact Buyer , to advise them what you are doing.
Be aware, you may face the same problem again, remember to send fully tracked and insured.
