If you were the buyer and the item was not tarcked then I do not see a problem. The seller would have to provide tracking to show that it had been delivered and if not able to then you win your case [as you have].
If eBay tell you that you have succeeded then I'd guess it is just a matter of time. The refund goes back to the original source. Paypal almost instant. Debit card about 7 days through Paypal and CC up to 30 days through Paypal.
High Value Item? If you have opened a Not Received case I would have thought it would be dealt with like any other claim. It is up to seller to refund and claim off Royal Mail or Courier.If they failed to Insure that is sellers problem.
If however they have tracking which proves delivery then I doubt they need pay. Ebay accepts tracking as proof of delivery, to ignore it would make the whole system pointless.

As regards the time scale, most money back guarantee claims are almost rubber stamped. If, for whatever reason, eBay carries out a fuller investigation no-one can say how long they may take.
