How long does a high value team have to refund a missing item . Can’t seem to find there policy anywhere thanks in advance

If you were the buyer and the item was not tarcked then I do not see a problem. The seller would have to provide tracking to show that it had been delivered and if not able to then you win your case [as you have].
If eBay tell you that you have succeeded then I'd guess it is just a matter of time. The refund goes back to the original source. Paypal almost instant. Debit card about 7 days through Paypal and CC up to 30 days through Paypal.
