Was the address in the Ukraine registered with paypal? If not then I'm afraid you will have no cover. If you have also lost or discarded your tracking information then you can't even check up to prove if the buyer recieved it or not.
The sacmmers know full well how to get around the system, but to be honest, if you have been on ebay 10 years as you say then you really should know better. It's vital to only send to the address given by paypal, and all postage reciepts should be kept for 13 months.
Unfortunately, if you didn't respond to the case, ebay will automatically refund the buyer. They won't care that you were on holiday. You will have no choice but to accept the resolution - they will refund, and then chase you for reimbursement.
It's no good blaming ebay. They did consult you - by way of an open case, but you failed to respond. You sent to an unregistered address (maybe), didn't keep the trancking info, and didn't respond to the case. Ebay have merely followed their own rules, which were all in the terms and conditions you signed up to.
Sorry I couldn't give you an answer you wanted to hear.
