I bought a garden petrol multi tool in april 2021 on the third time of using it stopped suddenly it wont turn with the pull cord so must be seized anyway its done, what i want to know would it be under guarantee

If you are too late for eBay or PayPal to support you your contract is with the seller directly.
If the seller is U.K. based and a business seller Trading Standards may help you.
If you paid by card your card issuer may also help you.
If the seller is abroad, you will have difficulty enforcing the warranty.
If the seller is a private individual, no warranty is implied.
