This is what it says:

Ebay/paypal don't get involved with guarantees,
looks like Chinese seller, so UK consumer law won't apply anyway.
Try google translate to see what seller said.
Basically Ebay are investigating your report.....but they are not able to tell you the outcome and what action they will take if any.
